Spots on the Bridal Veil?

Well I took an initial look of the file I downloaded to restore, and I noticed white spots on the bridal veil.  The white spots are not elsewhere on the photo.  The spots are also seen in the mirror reflection of the veil.  So I just want to confirm that these specks are supposed to be there before I proceed.

At first i thought it was damage because another picture had a lot of little white spots on it, but now I think it's sparkly stuff on her veil.

I just uploaded one from this series and removed the white spots. Could not be sure if they were patterns in the material or damage, except that I found them on dark clothing along with some very bright colored spots that I knew were damage and not part of the material. I think the spots are damage.
