Thanks RT. But that hole punch took away part of her hand too, not just the dress. So I had to rebuild that too.

That's a good question, Tess!  I wonder if it ever snows in that area, probably once every 20 years? 
(I have a picture of Phoenix AZ covered with snow...)

I looked it up on the net and all I could find is that snow is a rare occurrence in those regeons but it does happen. 
Now that only makes things worse, I can just imagine it: rare snow, lets take a picture!
I'm sorry for adding to your confusion.  If it was my project I would leave the white dots out.  There is not enough information and judging from all the other photos, it could very well be damage.

What you can do is hand in 2 versions, one with and one without snow.  Then somebody else can make the decision! < very evil grin>
