I love this forum!  Not a day goes by without learning s.t. new.  I always forget about color layers and how well they work on this kind of damage.  Was trying all day with different color modes etc. to no avail. 
Candice, that was a wonderful solution, thanks so much for sharing!

Thanks for your comments and examples. I've followed the changes suggested by Kiska and Candy. The blue colour layer really helped the ocean and I did another one for the sand. I removed more of the Magenta that was overpowering the edit and also made the figures a little more orange. I also smoothed out some of the pixelation in their limbs and clothing.
