Pretty little Girl

Question: What would be the better solution to revitalizing the little girls hair.  I don't want to take what little detail there is and if I remove to much texture, that too is obvious.

What a great photo to work on and it's coming together nicely. I would leave the hair as you have it, but go back in and look at the photo at 200% to 300% magnification. Some of hair is Okay with the dots (mold), but the big curl at the top of her head has a lot of little dots close to her forehead---those I would take out. Also, also the side of her face on your right has some more.  Most of her hair I think will look more natural to leave as is.

The one thing I'm not sure of is the texture on the background and the more I look at it the more I think it is where parts of the photo paper has been torn off? I think I would blend it out. Except for tweaking on the damage spots, this is looking good.
