Getting a Haircut

Hi.  This photo seems to have been digitized from newsprint it seems.  It very grainy and has an aqua discoloration in many areas.  At any rate any suggestions? Thanks.

Hi Phil,

I would go easy on the smoothing filter, a little bit of noise is OK and it will keep the detail better?
Not much color left so I checked Monochrome in a Channel Mixer adjustment layer.
For the noise I used Filter->Noise->Reduce Noise.  (strength 10 and 7% detail)

So Hannie, I guess you would recommend that I forget about the color in this photo.  That would work for me.  Thanks
