Need help with this one

Hello everyone,
In this photograph, after first levels adjustment, it shows a lot of blue spots.  I need help on how to best remove it? Tried the color channels mixer, but the spots show up in every color channel...

When I used your image resolution I used the Dust & Scratches filter, Radius 2 pixels and Threshold 20 levels.

Of course if you work on a higher res version you will have to adjust the settings: 

move both sliders to the left, bring Radius slider to the right until specks have gone and don't worry about loss of detail as we will get to that later.   

Now use Threshold slider to bring back detail just enough as to not show specks again.
