The dark patch on the womens neck,that looks like the babys hair is in fackt the shadow? Can I get some input on this?

I believe that you are right, the area is not the baby's hair but damage and shadow.

Big contrast between woman's face (smooth) and boy's and baby's faces (blotchy). Know of no other way to correct save Dodge & Burn; replace the background.
