The PhotoShop Express is like Picassa (the Google version) or Microsoft Office Picture Manager that allows you some adjustments of the photo.  It is not a true PS in a long shot.

I do have online access to PhotoShop CS3 through work.  Because of the response time of mouse/cursor movement, it is impossible to draw or paint.  I do use it to do tone/color adjustment when I don't have access to PS locally.

Thanks John. Photobucket has the same thing, even layers etc. You just click on edit above the photo you want to work on.
