Hi all,  the link that Tassie has posted is pretty much the way I paint hair.  I do not begin by painting in strands.  Sometimes I use the airbrush and sometimes I use the Furiae brush.  It is easy to overdo with the airbrush so unless you're comfortable with it use the other brush. If the hair is very dark I do fill in the area it just depends on how much damage there is to the photo. In the afore mentioned tut that Tassie posted notice the broad bands of color used in the technique.  Don't forget to use the gausain blur to soften each step.  The highlights are done at the very last, I paint them in the opposite direction of the hair growth then blend using the medium and light colors.  The highlights will pretty much follow the shape of the head.  Example to follow shortly.
