This is a guess on my part, but I think the wall or background maybe background that has been washed away and that there is no way to replace it. The reason I think that is that where there is detail in the background it is very dark and in the shadows. What I would do is make it dark all the way up. For the streak that goes across I think it is something. On the streak that is green and comes down from the man's arm, I think that is damage as it does not show up in the red channel. I would remove it.
As to the man presenting the diploma, it looks like you will have to use what is in the reference photo and use the lasso or marquee tool to copy the face over and then drop it in on its own layer above the other. (tansform to get his face going the right direction.) Make sure to color correct it first. When you put his face on its own layer, do a layer mask so that you can bring in the face only and not the damage surrounding his face.
I would clean up the girl's face so that it doesn't look like she has dirt on her face. You really had lots of damage on this one, but think you will be able to get the best parts restored. You are off to a good start.

Looks to me like the background is audience heads. I'd just make them black and a little blurry.

It is audience heads, or her fellow grads. Was thinking the same thing Lurch, of making them dark shadows. It is nice to know someone was thinking the same thing.

Here is the latest, of this one.
I may be completely wrong here, but considering the placement of the track and the field, those things that look like heads in the background look a lot like tree tops in the distance. After looking at both the original and the latest, I'm even more convinced. The straight line at the bottom in both versions would be the ground where the trees are planted..

Blue sky and green field with trees will be colored/added in. Cause I think you, Kiska and Hannie are right. Think I will also try lightening up the image.

Can't seem to get rid of the white splotches yet . will work on them especially the ones on faces.
This looks darker on-line than on my wacom., and other monitor.

BA, you have really done great on a background that was guesswork. The only thing I would change is the fellow on your right. He is still kind of orange and if you blow the photo up, you can see where some of that color is in the sky and also look at his chin as part of that color should not be there. His chin rounds in a little more. I would do a layer correct the color and some of the contours and then do a layer mask to keep what you want.

I looked up the Joplin high school graduation and the track is accurate....I think you have done a wonderful job on this photo!!
This is just amazing! I hate when you finally look under the muck and find something in the background you didn't know existed. Fabulous work.
