I've still got quite a bit to do here, but the hair and the hay have become a monster amount of work, and tips or tricks? ( hard to see the problem at this size, but trying not to put anything huge here... so hopefully you can kind of see the problem)

Aut inveniam viam, aut faciam.  (I'll find a way, or I'll make one)

Great job Dawn!

The hay I would attack with a Dust  & Scratches filter and not worry too much about a slight blur.  The Preserve Detail slider can help to reduce the blur some.
For the hair, this filter is not a good option, I think you will have to zoom in large and use the Spot Healing brush, Patch tool and perhaps a tiny bit of cloning as well.

I agree with Hannie about the Dust and Scratches filter. Be sure you use it only on the hay. And only enough to get rid of the smallest spots. then finish cleaning it up with the Spot Healing Tool.
