I just got this one and haven't done anything yet but I was wondering what you thought the dark part on his neck was. I'm assuming it's some kind of facial hair but it just seems odd. It almost looks like there's a pattern on it but that doesn't seem right either.
Also, the areas at the bottom--maybe his hand is on some kind of balustrade or railing? It's not clear so my thought is to either ignore it and just bring the sleeves and jacket to the bottom of the photo or create a vignette. What do you think?

I think it's hair. There is a disorder that causes hair to grow in places it typically doesn't, so possibly it's a version of that. Look at another old tin type image I found online that's similar

As far as the bottom, I think that's damage not a railing. This is a hand colored monochrome image and the wood-colored things are not that. I'd extend sleeves and jacket down, I think

Mary, we don't encourage doing a vignette, but on this one I would. The oval is what looks like where the decorative frame left its mark.
When I was younger I had a disorder that cause hair to grow on my legs. ;)

Great, I'll try both with and without vignette and we can see which looks better. Just FYI, I did a little googling and discovered that the "neckbeard" was a big deal in Victorian times. Clearly, my guy here was very fashion forward :)

I think the color on the face in the original looks very splotchy in how and where they applied pink. It doesn't look great, but I'm not sure a restore should fix problems in the original. Perhaps just desaturate the reds a bit to minimize it?
On the sleeve on the left of the image, you have a bright band on the jacket side which should be dark to match the jacket fabric. You can see the bump at the top of the sleeve and follow that line down for the armhole shape.
On the edges of the ringlets and neck hair, some of the fine texture is gone. The smudge brush is good at teasing that back (or paint out some of the mask for the new background - not sure how you did that).
Also, the whites look a little greenish to me. Otherwise, it's looking ready for submission to the neckbeard society :)

Jo Ann, can you point out the jacket band? My unibrow must be affecting my vision :) In the meantime, I'll make these other corrections.

See if this helps with the sleeves - the green outlines are where the sleeves and armholes are. The red-ish marks are where the fabric is lighter and shouldn't be
His eyes do look strange, but they're that way in the original too. Possibly the negatives were touched up by the original photographer? Given the hand coloring, I wouldn't be surprised...
